There are elements of urban resilience inherent in the historic cities of kathmandu valley (for eg). Some of these elements are, its social structure, values, etc. How can these elements be strengthened and new elements introduced effectively within the reconstruction process/planning?

It seems that the answer to your question depends on the relation between the cultural background of the society and the intention to increase the resilience. Each element within the cultural background is unique, has different levels of importance related to the intention and has to be defined based on survey.
