It should be Perkin Elmer spectrofluorimeter, for example LS-50, or another spectrofluorimeter with function of measuring lag.
I agree with Sergei and take care of the time window which is accessible with the instrument (it should be one magnitude higher than the decay time you want to measure to get reliable data) .
The PE fluorometers equipped for time-resolved measurements usually rely on a pulsed Xenon lamp which has a decay of about 30 microseconds. Therefore lifetimes down to 50-60 microseconds can be measured. As mentioned by Dennis, be sure to measure during at least 5 decay times. Typically if the europium lifetime is 1 ms, you should measure during at least 5 ms.
you would have to measure the Instrument response function and take it into account in your calculations of the lifetime.

Nice to hear from you. For Lifetime measurement, one set the monochromator to one single measuring wavelength, therefore instrumental function is not necessary.
Dear Prof. Bünzli, it's really nice to see you around, I've read many of your papers and I'll take your word on the Instrumental Response Function. I had measured a couple of times the lifetimes straight from the instrument, but then a few weeks ago I found a couple of references to the instrument response function to account for the electronic response time of the instrument and I thought I had been doing everything wrong. Glad to know I was not mistaken and sorry for the crappy advice to Rifat! :-)
