The topic of my master thesis this year is about some experiments performed in the university of Brussels 8 years ago. The plastic hinges are good in analyzing the plastic behavior at the global scale. Identify the phenomena of interest such as axial load - moment (P-M) or in 3D (P-M2-M3), or if shear may develop or not. and put them in locations where these kind of failure mechanisms are typically observed in a building. this could be enough for monotonic loading, if cycling loading is considered, in addition the effect of reduction of the stiffness (slope of the load displacement curve during loading unloading cycle) must be considered. To get a better insight in the mechanical behavior you can start with a simple column and then extend to a building.
I have done the first phase of the problem you have mentioned I.e. monotonic loading. But I have not done it for cyclic loading and am finding a relevant source of literature to carry out the same.
