I am thinking to do research on evaluating the governance efficiency of a neighborhood (such as a gated community). Is anybody aware of any measurements or methodologies used to evaluate the efficiency of neighborhood governance (or local governance)?

I am not sure if this is exactly the same as what you are doing. But this is a study of neighbourhoods in Liverpool based on a participatory methodology.
We found that this was key to getting good and robust data.

Almost all new residential developments in Chinese cities are in the form of gated communities, even including low-income housing (such as public rental housing). They are usually governed by a property management company and, sometimes, a homeowners association (HOA). Local governments' attitudes towards HOA vary, from laissez faire to promoting HOA.

Property management companies and even home owners associations (cooperatives?) are common here but the main people running public housing are the local authorities (government) and they usually are seen to have a governance deficit to put it that way. Its seen as 'community' versus 'government' and there is much misunderstanding on both parts.
Your problems seem very different and maybe part of the very accelerated development of China in recent years?
Public housing in China is also "managed" by local housing authority, who hires a property management company to do the actual management of the compound. It is also built in the form of gated community, gated and walled. This is the case at least in Chongqing.
Yes, of course, those issues appear as Chinese cities are undergoing fundamental restructuring that comes with economic growth.
