It can't!The stracture, the nature of the powder is hybrid and that gives you wear resistance!but the adhesion and the dispersion in the bath without additives(that's how i work)is hard to achive
Alumina layer formed by anodizing is porous and any adhesive which fills in those pores before setting can form a good bond.

I got the point. It is all about mechanical interlocking theory of adhesion. But..is there any chemical reaction that results in chemical bonding between the alumina layer and the adhesive?Any idea?..or it is just a physical bonding?
aluminum always has 2 nm Al2O3 native oxide on the surface, because of exposure to air. So any additional non-porous Al2O3 will not aid bonding. However, as mentioned earlier, you can easily make porous Al2O3 by anodizing the aluminum (just take it to an anodizer, or purchase the right chemicals and do it yourself). With the pores, the adhesive will flow into the pores, and you will get shear strength of the adhesive, instead of just peel strength. that will definitely help, but the viscosity of the PU adhesive needs to be low enough to get into the pores. Applying vacuum to enable the adhesive to get into the pores may also help
