It depends on the type of analysis and simulation process (structure scale, scale, macro scale, micro scale). Overall, for instance, if you have a structural concrete element, then it is called structure scale modeling and simulation, and the individual steel fibers' effect would be included in the concrete compressive and tensile behavior implicitly. In other words, no need to represent the steel fiber element geometrically, the cylinder compressive and tensile strength tests of the concrete specimen would be enough to reflect the steel fiber's effect on the overall concrete performance.
