How can secondary users communicate with each other or the fusion center when they have no spectrum/channel/bandwidth to communicate or to send their sensing results to centre/users?
It does not exist a standardized solution. There are proposal that falls into the ISM bands (433 MHz, 868/915 MHz, 2.4 GHz), which are license-exempt. In some other proposals, there is a sort of rendez-vous approach in which the sensing in performed in the band of interest, even though this is a risky approach.
They could use a common control channel, which is either:
1. Opportunistic: depends on a sort of rendez-vous.
2. Dedicated: they reserve a channel to be used for control information.
3. Using UWB common control channel
