What the board decides in terms of what goes to review and what does not can be highly variable between different journal and disciplines. Sometimes it might just seem an 'arbitrary' decision - especially when, as you highlight, that when authors have diligently addressed the scope and structural criteria laid down by a journal. When this is the case, rather than rejection because of poor quality, poor English (as is usually the case) and/or not addressing house-style issues or scope, then there are usually a few reasons for it. One - is that the journal is very popular and has lots of good quality copy. Then they will pick what they think are the best 'cream from the top' articles - and, most likely, the most original too. Second - is that your research topic may be one that is already very well researched - so your study may not bring much 'new to the table'. Third - your topic may actually be a little outside the true scope of the journal and the board thinks that it would be better submitted to another journal.
The main tip to give - is study your target journal well. Know what they 'like' to publish. Know what they have published previously on your topic - and how much. Try to address all technical, structural and topic details in such a way that there would be little for the reviewers to complain about.
