I have tried the US Census MAF (denied due to Title 13). I have looked the the USPS CDS system, but the catch-22 is that you need a list that is 90% complete to qualify for the updates. Thus, I need to know if anyone has a way to get a "fresh" or nearly complete list of residential addresses for select areas, in this case 3 counties in West Virginia. FYI: I am not interested in a consumer/marketing list.
You might try some of the geocoding systems (Google api, open api) from R or any other programming language. What you want to do is to reverse geocode (give lat long and get addresses) within a geofence or boundary. It won't tell whether it is residential but it should get you the 90 percent list...
For a (fairly modest) price, the big commercial sampling companies should be able to provide what you need. Try contacting SSI (Survey Sampling International) or MSG (Marketing Systems Group, aka Genesys).
