As far as I know soil fertility is associated with its ability to store water. Water content can be measured with an ohmmeter. In a first step you could assemble a table with date/time, resistance, events such as fertilizing, planting, harvesting.

You can use it for modelling, scenario estimation, predict weather and so on. As long as you have data and know parameters influencing growth, you can model that.
