If you want to learn English and use it fluently and correctly, you have to read a lot in English and on daily basis. Start reading short texts at your level or a little bit higher of topics you are interested in and you enjoy, and read them several times. Make sure that you understand the meaning fully. Don't start with long texts full with new vocabulary items that you face for the first time, as you will get bored easily a few minutes after your start. Language is a means of communication, and to break the fear and hesitation to use it, find someone (preferable to be a native speaker) to communicate with, using English language in real-life situations; it is easy to communicate on social media, Facebook, Twitter, etc. Finally, you should listen to new in English, listen to songs, and watch TV to train your ears to pronunciation and the use of full meaningful texts.
I think you need a way which you enjoy, that way you are more likely to keep doing it. Learning a language requires time and the best is to do a little but often. I would suggest you to watch English TV programmes. Personally, I could improve my English by this method. If you listen carefully, you will acquire words, phrases and sentences over a year. In many countries TV channels telecast news programmes in the national language and then in English several times a day. This will deliver amazing result. The news items often contextualize the issues so they are very beneficial to a foreign learner. The bottom line is: one who listens, always speaks!
