Cobaltous salt like nitrate is treated with aq. NaOH and it forms cobaltous hydroxide at pH above 10.
In presence of open air it will be converted to Cobaltic ion. (III).Hence, Add NaOH solution dropwise in cobalt(II) nitrate solution in vaccum condition.
