I connect serial tx pin no 18 to RS232 converter and give it to PC. Hyperterminal should display transmitted string but it is not coming. RS232 is working as I checked loopback. Atmega is also working as I check LED blinking code in it and its working. I check my code for string transmission in other platform and its working so code is also correct. I changed all baud rate settings and I also change crystals but unfortunately its not working.
For testing RS 232 you may try X-CTU software which is basically made for serial communication otherwise you should try MAX-232 which is more preferable comparatively RS 232.
What operating system are u using? as for the software try to test with putty.
To ensure the accuracy of connection between PC and Micro use Hexa mode instead character mode. In this mode, you can see each character is transferred. For this work, you can use Codevision Terminal or any program Which have the ability to show hexa code.

I use windows. I tried putty, hyperterminal and flash magic. Its not a problem with emulitor.
Try to invert TX and RX pins after cheching with the oscilloscope if you really have signal on TX pin of the microcontroller.
It could be very helpful for everyone to understand if you upload a schematic of your circuit.
Are you using RS232-USB on your PC? I think you should make sure the correct driver is installed (I'm assuming you're using Windows). Another thing, you might want to check the supply voltage on your embedded circuit, if I'm not mistaken RS232 swing up to +-15V rather than 3.3V or 5V on your microcontroller.
If your using Serial communication then Create uart tx and uart rx file and use these files as header file which has been saved with particular name.Please check the attached files of uart tx and uart rx
Thanks everyone. Whatever you all mentioned, was ok. Finally, I found the solution after 3 days. It was CRYSTAL. Atmega 16L performs well with 1MHz crystal and 9600 baudrate. In datasheet they mentioned that up to 16MHz crystal can be used but it doesn't work for serial communication................
its maximum Crystal depending upon PLL(Phased Lock Loop).With the CKSEL fuses, you can set the frequency to one of
1, 2, 4 and 8 MHz,
If you use an XP OS, which will be obsolet, using hyperterminal is sufficient.
SOurces of your problem :
- COM Port is locked, and only as a host you can communicate
- Parameters configuration must be the same (Controller card-PC)
(Spped : 9600bauds, activate the eccho, ..)
Suggestions :
- You can use for example : TERA TERM (very simple to upload and install) and USB UART (USART) connection (Controller card-PC).
the Controller card wil be detected automatically and the communication will be insured.
