Ritesh, first you need to establish the viscosity of your polymer solution. This is of extreme importance as it will typically determine what will be your manufacturing methodology. Even more, the viscosity of the casting solution will have an effect on your content uniformity as drug diffusion is limited in complex polymeric membranes.
As for the plasticizer, a small molecule such as glycerol will work with pullulan. However, there are comprehensive studies on the matter which I highly recommend you read. (See attached link).
From personal experience, I can tell you that the best way to go about designing your oral film formulation is via a well-planned design of experiments for the components.
