You can also add some polymer as a co-binder (about 7-10% of cement mass), eg. epoxy. Though in such case that would become polymer-cement concrete.
Bending strength of concrete beam can be improved by
1. Applying designed pre-stress force either by externally ( post tension method) or internally ( pretension method)
2. By attaching externally a suitable reinforcing material like wires or plate on tension side of beam.
3. Use of continuous( preferably) or discontinuous fibres( may be additional)
4. By providing partial fixity to the supports.
5. By using high strength concrete.
6. By placing high tensile material like steel at appropriate location
7 By reducing spacing of stirrups some improvement in bending strength of beam can be achieved due to confinement effect.
8 By modifying cross section of beam ( improving Moment of Inertia)
Please mention specific problem related to beam or define more clearly what type of beam is there.
