In my view, in this situation power can be analyzed in terms of decision-making. Just look at the level of decision-making a person may have in the community and you will understand what is his/her real power in that community. Decision-making is not necessarily associated with a certain managerial or formal authority but with the capability of making such a decision and to have resonance in the community members. Also, it is a matter of the capability of motivating people for doing a specific task or just directing them toward o certain objective. In real life you will see that many people consider themselves powerful in a given community, but members pay attention only to those who proved to have the power of knowing and making good decisions. Thus, by searching how and what levels of decision-making are happening in that community you will be able to understand the distribution of the power spectrum.
