I have a question about how can I use the genetic algorithm in matlab (7) to find the optimum design of my solar thermal power plant (I have two outputs for my plant; LCOE and annual power generation, and 7 inputs), -the optimum design with the lowest value of LCOE and max value for annual power genration-.
I have already got a function using ANN method using Matlab, so what is the next step?

you have to take the formula of the ANN paper and try to solve using GA or any other algorithm. your have 2 objective function or can be 1 objective that is (LCOE/generated power). your design parameter will be the variable in GA that affect the objective.
Use the ga function in matlab. You pass the objective function handle and it return the best parameters and min value. You can use weights to combine more than one function. Take care that GA minimize the objective function. If you want to maximimize, use the negative value of the function.
You can use also multi-objective genetic algorithm.

If you want to optimize two variables, actually you want minimize LCOE and maximize annual power generation, you can use GA in Matlab for multi-objective optimization. The solution will be a pareto front (More than one solution), and the optimum points will depend on your criteria and the objective of your optimization.
The other point is that LCOE included the generated power by the solar systems and the cost associated by the investment and O&M, so you can try a different variable like capacity factor or annual thermal efficiency of the solar system (solar+power block+storage), etc.
