Presumably you mean systematic reviews of effectiveness for health care interventions... if so, then probably best to follow the Cochrane library guidelines on this, which you can find at http://www.cochrane.org/cochrane-reviews. You can find the Cochrane handbook there. Trisha Greenhalgh published a good paper in the BMJ in 1997 on papers that summarise other papers - it's worth a look.

Another systematic review approach- EPPI-Centre (https://eppi.ioe.ac.uk/cms/). Different research questions may be answered by different methods. This includes review questions that can be answered by both quantitative and qualitative research approaches. You can check out the systematic review book:

Another systematic review process is to utilise the software available from the Joanna Briggs Institute, associated with the University of Adelaide. This system provides information and tools for data collection, quality appraisal, data extraction, analysis and synthesis. You might want to look at the website: http://joannabriggs.org/sumari.html
I would recommend adhering to the processes outlined by the "Grading of Recommendations Assessment, Development and Evaluation" (GRADE) work group. They have developed a transparent, logical approach to grading quality of evidence and then strength of recommendations which can translate nicely to clinical practice guidelines.
