How do you define a "local citation"? This term in used in business (https://moz.com/learn/seo/local-citations), but I never heard it in connection with bibliometric analysis.

TGCS (Total Global Citation Score) - How many times the author's papers included in this collection have been cited. This score is calculated from the Times Cited score retrieved from the Web of Science.
TLCS (Total Local Citation Score) - How many times the author's papers included in this collection have been cited by other papers also in the collection.
As far as I understand, distinguishing between "global" and "local" citations makes sense only when you have a limited collection of publications.
I see it this way: TGCS is the total number of received citations by publications in this collection, TLCS is TGCS minus the number of author self-citations.
It depends on the domain knowledge of a paper. In general, it's considered that if an article is cited outside the publishing country, then the assumption is that the research finding has an international acceptance or that the same kind of research is carried out in the citing country. But I found one trend with Chinese publications, i.e., Chinese paper has more local citation than global citation.
During my learning about Bibliometric Analysis, I referred to the following article, especially for global -local citation. I am reproducing the text given by the author in the "".
"GC: Global Citation Counts the number of citations that an article in the collection has received from all the publications indexed in the source (In this paper: Retrieved from Scopus)"
So to put it simply, GC means, citations beyond the present bibliometric/SLR study, but within the boundary of a database/source(Scopus, Web of science etc)(boundary is the source/database)
"LC: Local Citation Counts the number of citations a document received from other articles in the collection (Calculated by Bibliometrix based on the references cited by the papers within the collection)". So if my sample of SLR is 75, then LC means the citation given by these 75 papers only. (boundary is the research article).
