I agree with Arvind. Certainly looks like a species of Bistort (e.g. Persicaria amphibia). Not in itself a harmful species to fish, but may be causing a diurnal oxygen sag if it's growing profusely.
It is not a Persicaria - it is very, very difficult to tell from the photograph but it does not have the sheathing base to the leaves. You need to take a photograph showing the flowers fairly clearly to have an idea of what it might be. Do you think that the plant might be implicated in the fish kill? This is an emergent plant which does not appear to have submerged leaves, consequently its relationship with the water will be minimal and I would be tempted to look elsewhere for factors linked to the fish kill.
