If yes, suggest me some reaction protocol on how to synthesis? My target molecule must have two carbamates, which should be formed from a molecule containing two OH group.I am struggling for almost three months.I get only the mono-substituted product.

I have uploaded an image of a general scheme for my reaction.
I assume you have tried the following:
1. Resubjecting the monosubstituted product to the same conditions to get the disubstituted product.
2. Preactivating catechol with various phosgene substitutes like CDI, Triphosgene, bis-(4-nitrophenyl) carbonate or DSC to (THF with KOH (cat)).
I suggest activating your amine with bis-(4-nitrophenyl) carbonate then adding your catechol. This is uncommon by not unheard of. Ref: Scientific Reports 5, Article number: 15216 (2015) doi:10.1038/srep15216

What are your reagents and reaction conditions ? Chances are you are getting some sort of a cyclized product.
If you cannot get any of the above great suggestions to work, you can try ortho-lithiation of the O-phenylcarbamate then quenching with borate and peroxide oxidation followed by the second carbamate condensation.
