Dave Rosgen has many good references at wildlandhydrology.com.  The info suggests river is aggading, loosing capacity to move sediment and water efficiently, and will end up braided, with frequent flooding and swamping such as described by Stanley Trimble 1974 in SC Piedmont. Options I can think of are 1) good soil and water practices see paper from 2002 in researchgate, 2) install dam upstream to catch sediment upstream, but an added risk to community if it fails, but clean water would flush out sediments, 3) dredge the channel, causing headcutting upstream and bank erosion downstream, so would have to be monitored, 4) remove community out of floodzone, may be simpler than fighting the river, 5) retrofitting community buildings on stilts or piles to withstand flooding periods, 6) consider Rosgen cross vanes or J hooks in channel increase gradient and to force water and sediment through confined channel, 7) Force the river upstream to aggrade such as by groundwater dams across river channel after Art Parola, University of Louisville, KY, USA -- this transfers increased aggradation and flooding upstream and the gradient increase and clean water downstream should help flush out sediments.  Your GIS and remote sensing techniques should be able to help evaluate where things are issues, especially if you have aerial photo time series to see changes in land uses.  The paper on Indian Creek Hydrologic Condition in Researchgate from about 2005 I think may be helpful, as Indian Creek was an aggrading stream from past gullying upstream, still after many years of better land use still trying to flush out sediments, but some sediments were from an Interstate Highway and possibly an old granite mining operation.  I will send a few articles at another time, but have given you plenty to talk over with community and consider for your analysis.
