Is there any country in the world having its first university being private ? Every first university has to be state owned.Harvard University can it be really private foundation university or most probably is it state-owned but disguised and kept secret in order to charge optimum high tuition to its students and also for many other sociopolitical reasons ! Not any state of the world can accept any private university before having at least its first model state university and particulaly in 1636 at that time probably this kind of private university can't be even be imagined by any country at all !
You need to look at Oxford, Cambridge, and Harvard as similar - there to train clergy which then slowly expanded to other subjects. Not unusual for such institutions to be endowed by private funds and for a foundation to be established to receive these funds in a way that minimized state involvement (ie. though Trusts Funds and Foundations). You are quite wrong to assert "not any state of the world can accept any private university before having at least its first model state university". The oldest university in the world - the University of Karueein in Morocco - was also a religious school founded in 859 and did not become fully part of the state system until 1963.
There are many private schools in other countries such as Indonesia, Philippines and may be other countries too. They are privately owned and it goes with its financing and operation. The government has nothing to do with it.
