The first reply is, as you recognised, a Google AI respons and is NOT accurate. The thing is that indeed the journal is not blacklisted but the publisher behind it (see https://engineeringresearch.org/index.php/GJRE/about and https://globaljournals.org ) IS definitely blacklisted. The red flags are:

-The publisher “Global Journals Inc.” is listed in the Beall’s list (https://beallslist.net )

-The claim by Google AI that the journal is available in DOAJ is a wrong statement, they are NOT (you can check here https://doaj.org

-See for all the issues with their journals for example here on RG
