If you want to develop plan or monitor solid waste management system (in an area), ArcGIS is a good and widely know software which can be efficiently used for allocating bin locations or devolving collection and transportation system (with route optimization). For this you just need to check science direct.
But if you looking for an app or web systems (IOT), then you can utilize Google earth (GE) or google maps for different planning aspects, like: for designing bin location and waste collection plan, identification of illegal dumping sites and measurement of their variation with time (historical images), connect GE with GPS to monitor waste collection fleet.
