Funding research: are we just trying to be too perfect?
We are trying our best to fund the projects which are most likely to be successful and that can have an impact on society, on economy, on life and security. But are we really funding the best research ever? Are we really getting the best value out of our money?
Dear Paul Brownbill , this fine article belongs to this discussion room.
How Has COVID-19 Affected Research Funding, Publishing and Library Budgets? Or, Finding the Truth in the Gap Between Perception and Reality
...It seemed therefore that one conclusion / recommendation should be to “do what we can to assuage researchers’ fears about funding cuts, because they seem unfounded.” But, instinct made us wonder if perhaps researchers were the canaries in the coal mine, that they sensed a storm brewing. Perhaps (as is often the case with this kind of study) one of most useful findings of our study would turn out to lie in the gap between perception and reality (‘perceptions’ in this case being the researchers’ survey responses, ‘reality’ being the facts around research funding available at that time)...
The US National Science Foundation (NSF) is set to receive one of the largest financing increases since it launched nearly 70 years ago. US lawmakers are considering three different proposals — the most extreme of which has suggested a US$100-billion boost for the science funding agency. The boon could help to fortify the country’s global status, bolster basic science, translate more research into commercial technology and be used to address a lack of diversity in the science workforce...

You can help to create a new researcher-reward system
"Universities, funders and others want to expand the contributions that the scientific community values and recognizes." (Karen Stroobants)
Early-career researchers are often vulnerable to workplace bullying and harassment, and to under-recognition of their contributions. Researchers, policymakers and others have pointed to some of these struggles, including in Nature’s first survey of postdocs, in 2020.
Rethinking the activities that academia rewards has emerged as a key way to address these knotty issues. And junior scientists, who often underestimate their ability to effect change, can contribute to this rethinking process...

Grant-funded research efforts often begin under the auspices of an academic institution or a nonprofit organization. In exchange for “overhead,” the institution provides a comprehensive home base for project operations, including support for the research team’s HR, finance, compliance, legal, IT, and marketing needs. Once the pilot initiative demonstrates success, it needs to transition to a more sustainable arrangement to support ongoing growth, often beyond its initial “nest”...

A funding model akin to social impact bonds could shift risk from governments to private investors while increasing accountability and impact, says Michael Hill who heads the Swiss National Science Foundation’s grant management. With research impact bonds, private investors would cover a project’s cost and be repaid by a public funder only if agreed goals are achieved. “Scientists might be leery of committing to specific research outcomes,” says Hill. “But many researchers already preregister their projects, which commits them to a methodology.”
