Like obtaining 500 MHz bandwidth with center frequency of 1 GHz is extremely tough while obtaining 500 MHz at 10 GHz is quite easy. So, you must find fractional bandwidth (bandwidth/center frequency) and if it is greater than 15-20%, then you can call it as wideband. For ultra-wideband, an antenna must cover a frequency range of 3.1-10.3 GHz.
See Balanis's Antenna Theory book, 4th ed., for a short discussion on the subject, pages 65-66. You will find 10:1 and 2:1 as references, depending on the scenario in hands.
