The weight should be 0.7 or more to be acceptable. However, you may retain an item with 0.5 or 0.6, if deletion of this item affects the content validity of the instrument. In addition, in the formative measurement model of any construct, the deletion of any item affect the validity of the construct. You should be very careful regarding deletion of the item or sub dimension of a construct.
Again, in formative constructs, the construct's items are not interchangeable (like in reflectively measured models). Formative measures are indexes, and in indexes every item has its own unique contribution, and deletion would result in compromising on the validity of the construct. In your case deletion of 3 items would radically affect the validity, however, you may remove any item if you have strong justification for such removal.
