In optimizing the throughput and balance the load we take N number of user and some Base Stations. The final solution gives us a result that will balance the load provided that the network is already balanced. Is there not a flaw in this type of approaches.

regarding load balancing in cellular network you should take in consideration two points:
1-Traffic load balancing in this case we work with Erlang (TDM)
2-Signaling g in this case we work with Signtran or SS7 rules

Load balancing comes from traffic load in the network if it in the base station or in all network, so u should consider both.

@Ali and @Tahar Thank you for your valuable suggestions. Generally these research papers talks about number of users attached to a Base Station. These attached users are responsible for the traffic generation.
Load balancing need not be only on the number of the user, we need to consider the whether the user is using video, email, file or voice conversation. How can we take these things into consideration when we say load balancing in cellular networks.
