Hi,
I notice that several publications in developing dry powder for inhalation mention the FPF of the dry powder without the ED. I think that can cause mislead readers. For example if FPF value is 90% might sounds excellent but if the hidden ED was only 10% then the story will be different.
I am not sure if I am right or I missed some facts. I would be glad to find opinions of other researchers in the field.

You raised an excellent point.
The most important element to consider is the definition adopted by the authors, i.e. how the authors defined, determined and calculated FPF values.
From my point of view (this is my opinion), the best way to express FPF is from the nominal dose, i.e. the dose contained in the inhaler. The FPF can therefore be defined as the dose of fines, expressed as a percentage of the nominal dose.
From the dose contained in the inhaler (e.g. 10 µg) and the FPF value (e.g. 30%), your are able to directly calculate the dose deposited in the lungs (e.g. 3 µg), the fine particle dose.

I agree with you.
Calculating FPF based on the nominal dose seems very straightforward, and it gives a clear picture about the actual amount of particles deposit in the deep lung.
It will be less confusing if FPF calculation is standardized based on the nominal dose.
