Manufacturers of ferrite materials are probably your best bet. Fair Rite is nice enough to provide CSV files so you don't have to read it off a chart. There are many formulations with different material properties - here is one example.

I found in https://refractiveindex.info/?shelf=main&book=Fe2O3&page=Querry-o the Fe2O3 refractive index data, but it is from hematite. You can get on the page the values of n and k, and then you can transform them into the permittivity of material as ereal = n2 - k2 and ei = 2*n*k.

are not applicable because they are for far infrared (20 - 80 micrometers) rather than MHz to GHz where most electronic signals are.
