watermarking is one common technique or when photo-copied some certificates , you can see the watermarking .

How can it turns into automation? If someone submitted the certificate at organization, its not possible every time to everyone to visit the university to verify the certificate. Keeping this in mind I am thinking how to convert it into automation?

Yes, you can that is what I wrote about watermarking .
Look at your certificate , mine has when you photo-copy it , on the copy it says "COPY" so it is not original even if you use color for fake certificates .
You have to get the image say scanned certificate and check for watermarking OR embedded patterns that show it is a copy not original .
You can use MATLAB /OPENCV
