There is an alarmingly weak correspondence between power and competency. Those in power are not necessarily up to the job of discharging their responsibilities to the benefit of those they lead.
I think: The crisis of leadership is reflected in the indifference for solving the problems of the company. There are many such examples in my country.
In summarized but fundamental, I must say morality! After that, the need for a moral law! Many of these problems, like what you mentioned, are due to behaviors that may have gone away from morality over time.
Mere holding an office is not the guarantee of leadership. leadership requires leadership skills such as transformational, behavioral and managerial skills. A person who do not possess leadership skills will not be accepted as leader by any group or organization(Silva,2014).
