Is there a way to convert electric permittivity of a material at 1kHz to 650nm?
In the literature, it is possible to find the electric permittivity of a series of materials at 1kHz, but I don't know how to convert this info to use for 650nm (methanol).

It is not possible to convert the value of the permittivity at one frequency to that at another. A simple reason is that it is impossible to know how many absorptions are in between the two values and if there is one at the frequency were the value is unknown. In addition, if this would be possible, one could measure e.g. the Reflectance or Transmittance at one frequency and determine the values at any other frequency point, which essentially leads to the question why it then would be necessary to do spectroscopy in different frequency ranges like FIR, MIR, NIR, Vis and UV...
You don't need to do so.
The dielectric permittivity at optical frequencies can be calculated from the refractive index. You can even consider the absorption losses for methanol at 650 nm as negligible, then its permittivity is just a refractive index squared. n=1.32. e=1.74

In order to work with n² = e, it would be necessary to use the magnetic permittivity (µ) as 1. Is that correct?
Yes! For most of the materials and frequency ranges the magnetic permittivity is equal to 1.
