The effect of waste glass powder made me confused when i was reviewing the literature. some times you can see the positive effect of glass powder on mechanical properties of concrete and some where with the same size you can see the negative effect. although the range of particle size will effect on concrete performance, despite, waste glass powder with particle size of less than 50 Micro meter were reported in different results

the glass powder could be used as filler material in the concrete or a pozzolanic material as partial substitute of cement based on the size of the particles in the powder
if the size is in the Nano scale, then it is beneficial to use it as partial replacement of cement, otherwise, if the particles are coarser, then its impact could be negative.
If the glass fines are used to increase the compactness of the sand, they will have a positive effect on the compressive strength of concrete with an optimum in the vicinity of 20%. If the glass fines are used as a partial substituent of cement, they will have a negative effect
glass powder of particle size 50 micron when use as filler material it may gives positive result within a certain boundary like 10% or 15% beyond that it may gives negative result, but if it is use as a partial replacement of cement, I am not sure that with this particle size for any percentage might gives negative result on mechanical properties.
