I live in a country with very low internet coverage. However, education has not stopped from preschool to 12th grade thanks to television. In Cuba it is called "tele classes" and they are aimed at guiding the independent study of students. Classes are also provided for college entrance exams. Of course, family support for younger children is necessary. Quarantine has increased the interaction of the family, and the education of children is a favorable vehicle for this. However, it has some disadvantages: firstly, the support of parents varies according to their cultural level and degree of responsibility. Another factor is that there is no feedback with the teacher. The Ministry of Education has arranged 8 weeks of consolidation and leveling once classes begin and has modified its evaluation scheme for passing grade. The magnitude of the impact of COVID-19 on education in Cuba remains to be seen.
Unfortunately, it is impossible to continue higher education on television due to its highly specialized nature. This is perhaps the greatest challenge that teaching in Cuba has before COVID-19.
Hi! This is undoubtedly a big challenge. As the technological infrastructure and technological literacy among the learners are still not satisfactory like the developed countries. but some developing countries have started tv classes. that might help to certain extent. Thanks
For grade 1 to 12 tv can be an option for low coverage areas. But a big challenge for university students. For them no alternative of online class. In these situation Govt. of developing countires need to look at the increase of internet coverage and the low eate of internet use. Telecom industry can move forward for those students . May reduce the internet package for university students.
These are the provisions of the Cuban Ministry of Higher Education in the face of the COVID 19 pandemic:
Indications:
FIRST: Strengthen compliance in what corresponds to the present stage of the provisions of Indications No. 1 of March 23 and No. 2 of March 26 of which you subscribe.
SECOND: Minimize the number of workers currently working in the centers, leaving only those strictly essential.
THIRD: Postpone the completion of the Entrance Exams for Higher Education corresponding to the current year, until the health situation allows it.
FOURTH: Postpone by the Higher Education Institutions (IES), the designs of the variants of completion of studies for the present academic year, until the epidemiological situation allows it.
FIFTH: Suspend the coordinations and orientations that were being carried out between teachers and students, under the principle of the non-face-to-face modality, oriented in Indications No. 1 of March 23, 2020.
SIXTH: Maintain the work of linking the Higher Education Institutions (HEIs) and the Science, Technology and Innovation Entities (ECTI) in science activities in support of the priorities defined by the country's leadership, especially the work of the Advisory groups of the Municipal Defense Councils (CDM), Provincial Defense Councils (CDP) and the National Defense Council (CDN).
Taking into account the fulfillment of the Plan of Measures approved by the Council of Ministers of the Republic of Cuba, the guidelines received from the National Working Group (GTN) and the epidemiological stage in which we find ourselves of "limited indigenous transmission" I issue the following :

NINTH: These indications will take effect from Thursday, April 9, 2020.
TENTH: Disclose these indications and make responsible for the control and information on compliance with the measures contained therein to the First Deputy Minister, the Vice Ministers, the General Directors, the Rectors of the Universities, the General Directors of the ECTI and the General Director of GEMES.
For me, based on the learning on college. For pushing the cost of internet, it can do by giving a powerpoint to students via what's app group and then you make a presentation in google classroom or zoom on anything else, you can teach them the important topic or concept with the examples (for me in mathematics) and then you can give them some examples for student and they can send in group what's app then you cam giving a review from their answer.
