I believe that the research questions should be answered explicitly, either at the end f the Findings section, or in the discussion.  

See my attached format for a research paper.  It is geared to social science research, but I think that it is relevant across disciplines.

I think the hypothesis should always be based on the research question and hence we can only answer the research question after the hypothesis test. 

During the analysis of data, do you need to answer the research questions and test the hypotheses at the sametime?

Agreed with other scholars' comments that:

When a researcher is analyzing the data & reporting their results - the researcher usually is in the results / findings section.  I usually put the answering of research question in "discussion" section reason being to follow the "first in last out" flow.  I started off with research problem, research objective(s) & research question(s) in introduction section of my article / thesis.  Then came the literature review, methodology & results / findings sections.  In the discussion section I continue the momentum to discuss / explain / justify my findings in relation to my research approach.  Only then I will revisit my research outcome whether is answering the research question(s) and research objective(s) before proceeding to the "conclusion" section.  Think there is no hard & fast rule on where you answer your research questions after hypotheses testing but the logical flow of ideas / reasoning of your research description does carry weight.

You want to test your hypotheses first so you can provide verifiable answers to your research questions as I have done in this attached study. I hope its helpful in answering your question.
