This question is asked because developing countries are the ones that are most influenced by these International civil society organisations. Many developing countries no longer have the capacity to meet the desires of their people. It has gotten to the point where International donors and NGOs are the ones pushing for ways to reduce poverty and socioeconomic hardships. Before now, it was the Washington Consensus that came up with the SAPs that has wrecked many of these developing to becoming heavy debtors. Now, the Post-Washington Consensus PRSPs will have to determine the fate of these nations who would do anything to get out from being drenched in extreme poverty. To supplement the efforts of these nations, International civil societies, often become the plan 'B' of these nations to help in carrying out the MDGs, so that these governments don't have any say if these organisations decided to implement projects that they feel are good for the people. Think of the roles played by these heavyweights-Oxfam, CARE, USAID, ActionAid, UNDP etc. No doubt, they do good humanitarian jobs, but don't you think there is the emergence of another form of neocolonialism?
