Typically, synchronous generators in power system are operated at a maximum torque angle of 15-20 electrical degrees. Is this under utilization due to concerns of efficiency or to allow sufficient margin to handle transient conditions arising in the power system?.

Yes it does. Due to the fixed amount of no-load losses, the efficiency of the synchronous generator increases with the load increase. As well, the torque angle increases with the load increase.
