Does that mean, what we see is actully not there? I am not asking whether we see the past (I know light takes some time to reflect from the object to our eye). What is the position of the object (is it a hoax or refraction of light, what we see around us?)

@Pabitra: Rainbow is an example of refraction of light by water droplets, and mirage is a good example of refraction of light in air.
Blinking of stars is a perfect examle. The planets do not blink because there are multiple rays coming from them, their refraction in different directions compensate each other. The single rays from the stars ( 0 deg width ) either get or do not get into the human eye causing blinking
