Can we able to move a object using laser without burn the object?

Yup, it is called a light-sail. Photons have momentum and can transfer that momentum to an object by reflection off it. This is also why NASA has to correct for orbital fluctuations due to "photon pressure." The Pioneer probe also had anomalous velocity changes due to asymmetric heat loss! Just don't have so much intensity on the object as to melt, vaporize or ionize it, and it will work fine. Given enough time you could deflect an asteroid with it too! But it would be way more efficient to ablate the surface and use the rocket effect!

So with ablation, the laser energy is absorbed by the object, some material is heated sufficiently to escape the surface and one has a rocket. You know what they say about rockets, "The centre of mass stays on the launch pad".
Reflecting the laser from the surface just transfers momentum from the photon to the object. The energy transfer is very small as the reflected photon will have a small red shift compared to the incident photon (at least for objects moving slowly with respect to the observer). However, if one re-used the photon more of the energy could be absorbed by the object. In order to re-use it there has to be a second reflection from a second object. One is back to rockets and the centre of mass of the two objects won't move. If one object is much larger than the other, the lighter one will absorb more energy. Optical cavities can achieve "Q"s of > 10e4 (see advanced Ligo for example) so it should be possible to get a fair amount energy out of a photon in this way.
