In harmonic and noise model for speech, audio, and music signals :
a) Does harmonic component is greater than noise component.
b) Higher significant harmonic always signifies high quality of signal.
c) Higher significant harmonic increase perceptual quality of signal.

a) Certainly, one can only claim to detect a harmonic component when the signal to noise ratio is greater than one (typically 4), so in this sense, to say that there is a harmonic component present in your data it has to be greater than the noise component.
b) Partially true only since the quality of the signal depends not only on the significance but on the sampling frequency too.
c) I guess here the same answer is applicable.
