Does anyone recognize this plant?
Not a Pedicularis, it is one of the many forms of Scutellaria orientalis (Lamiaceae), a lovely plant and easy to grow in a garden setting.
Most probably it is Pedicularis sibthropii Boiss. of family Orobanchaceae

It is Pedicularis sp., but needs to be matched with P. sibthropii, which is also reported from Iran but does not figure in the list of species mentioned by you.
