I am working on 3D-benchmark model with s-frame. This is one of the vital work for structural and earthquake engineering so that I know each floor weight of the model and other necessary parameters that i need. Anyway I have a torsional effect because of the eccentricity. The eccentricity of the structure is 5.22 m in NS direction and 0.1 m in EW direction. How can I take account of the eccentricity effect with s-frame. How can I determine center of mass and rigidity by s-frame? I will appreciate if someone helps me with that.

I know one method (and given on CSI Knowledge base) to find the location of center of rigidity (CR) but prior condition is you should know the center of mass (CM) (which one can find with load distribution and geometry).
Apply unit load (along X and Y direction) and unit moment about Z axis at center of mass on each story level as single load case. Run analysis.
Location of CR from CM will be X = -Rzy / Rzz and Y = Rzx / Rzz.
(Note: model diaphragm action at each story level)

I am planing to do time history analyses with different replacement of TMDs for X and Y direction on the Benchmark with s-frame.
I ran time history analyses with S-frame and in comparison with other software you are rather limited with S-frame (if I well remember, it generates huge temporary files, and the model gets very heavy to handle). I would suggest to model your 3D structure with a different software, if available.
