Does anyone know how to dissolve PdCl2 in water, I don't want to use any acid (HCl) solution?

I want to impregnate Pd on ZSM-5 for a reaction, but PdCl2 dissolution in acid solution (HCl) may cause desilication or dealumination in ZSM-5 framework. Does any one has suggestion please?
