The goal new satellite grouping and routing protocol (SGRP) is to forward the packets on minimum delay paths in spite of the satellite mobility, and to distribute the routing table calculation for the LEO satellites. The
delay metric used in the route computation is the sum of the processing, queuing, and transmission delays in the satellites and the propagation delays on the ISLs. Routing tables are calculated by the MEO satellite group managers, transmitted to and stored in the LEO satellites.
