General theories or Voltammetry and electrochemistry can be found from a variety of resources. I suggest the book "Electrochemical methods: fundamentals and applications" by Bard and Faulker. Assuming you are a beginner in that area, you will need to know some of that fundamental stuff to be able interpret data.
In terms of practical specifics, it really depends on your application. What is your end research goal and what kind of data are you trying to collect? Your ultimate setup will be as simple or as complex as you need it to be. I suggest you review literature methods on work related to your specific research goal and combine it with your theoretical understanding to decide what kind of practical setup you want.
