I want to produce the following figure using python or R for my published paper. But I don't how to produce this figure using python or R. Does anybody know how to do that? Or any packages provide functions can produce this kind of figure? Thank you in advance.

Hi Feng Gao have you tried ggplot2? You could use coord_polar() function to convert your from Cartesian plan to polar. Take a look on this page https://www.r-graph-gallery.com/circular-barplot/
Depending on your needs, it can be helpful to organize your data into a bucketed hash map (if you need to keep all data elements), or to use a hash map with an element counter. One only then needs to print the map to obtain a frequency distribution using something like matplotlib.pyplot(lable, data) to get a graph from the map that can be plotted as a frequency distribution if you order the map.

I'm not exactly sure what you are trying to do as part of your plot looks like a polygon. I assume you only want to show one value per month, and not connect the origin (0) with some of the values (e.g. January, March).
In R, you can easily create a similar plot, but using bars instead of lines (see first figure)
