You can consider IEEE transactions.
There are pay journals (response in 6 weeks) and free-of-charge journals that takes about 6 months.
Applying your work in a domain (such as medical applications) may increases the possibility of publishing your work in other journals
If you build a software package, I recommend JMLR (Google it)
