Some universities may have data from power companies, and it may be somewhat available to such efforts. Of course, all such data need to be anonymized as to protect individuals and regions. I believe if you follow such academic big projects they may have data in this form that may be able to be shared (I do not know exact details and if this data is really available for sharing).

It depends, you may seek data centers energy consumption data in open grids or open sensory nets, or you can do big data analytic toolkit to develop your own model. In either case if this is a research work, you may need to define you research problem first, cause energy consumption is broad area, also cover green clouds.
